Rep. Donna Howard Celebrates House Passage of HB 630
Austin Lawmaker's Bill Would Require Webcasting of HHSC Open Meetings
AUSTIN - Following today's vote by the Texas House on House Bill 630, Representative Donna Howard released the following statement:
"This morning on the House floor, I was grateful for the unanimous support for House Bill 630, which will increase government transparency by requiring the online broadcast and archiving of open meetings conducted by the Health and Human Services Commission and related agencies.
"HB 630 is a simple good government bill. By ensuring better access to these open meetings, we have the opportunity to increase transparency and bolster public engagement.
"I look forward to HB 630's swift movement through the Senate and onto the Governor's desk."
HB 630 would require the online broadcast of open meetings for the state's health agencies, and mandate that an archived video and audio recording of the meeting be placed on the agency's website no later than seven days after the meeting.
The bill continues Rep. Howard's efforts to provide greater transparency in state government. In 2009, she passed HB 772, which required the online broadcast of open meetings of the State Board of Education. And, in 2014, she coordinated with the Lower Colorado River Authority to ensure that their open meetings are webcast. Last session, she sponsored and passed SB 27, which required the livestreaming of open conference call meetings of the governing board of an institution of higher education.
