Rep. Blanco Presents El Paso County Legislation to Help Local Economy Before Committee
Austin, TX: Representative Cesar J. Blanco today presented his legislation that would help the local economy by giving preference to local contractors, before the House Committee on County Affairs. HB 1073, which would allow counties to give preference to local businesses when awarding certain county contracts, is part of El Paso County's legislative agenda.
"This legislation will help create jobs in our local economy, reinvest tax dollars in our county through job creation and revenue, and allows for local control," said Rep. Blanco. "I'm proud to push this bill through the legislative process on behalf of El Paso County. It stemmed from our community and will help local economies across the state."
Under current law, a county can give a three percent preference to a local business that bids on a county contract. Municipalities can give a five percent preference. HB 1073 would give counties the same opportunities as cities. The bill would allow - but not require - counties to give the five percent preference for certain contracts as well as contracts for services less than $500,000 and construction contracts less than $100,000. HB 1073 is permissive legislation.
