REP. LUCIO AND HOUSE NATURAL RESOURCES COMMITTEE HEAR TESTIMONY ON HOUSE BILL 4
State Representative Eddie Lucio III and other members of the House Natural Resources Committee received testimony yesterday on H.B. 4, which establishes a revolving loan program to aid local and regional water entities in executing water improvement projects in the State Water Plan. Highlighting the Committee witness list were the mayors of San Antonio, Houston, Dallas, Austin, and El Paso. All the mayors as well as the Texas Municipal League fully support passage of H.B. 4, which Rep. Lucio is joint authoring.
"I am thrilled that there so much support for H.B. 4 on the local level," said Rep. Lucio. "The support of these mayors who are already making significant strides in water conservation on their own accord is a testament that cities have bought into water planning."
In addition to testimony from nine mayors across the state, the committee heard from the Texas Water Development Board (TWDB) who would administer the program. TWDB Executive Administrator, Melanie Callahan, and her staff explained the nuances of the loan program to a full room.
"I want to understand every detail of the loan program," said Rep. Lucio. "It is imperative that our district have the best chance possible to use this loan program."
