Statement from Rep. Coleman in Response to His Vote For Senate Bill 8
Austin--Representative Garnet F. Coleman (Houston) entered the following statement in the House Journal regarding his vote for SB 8. The vote in favor of SB 8 is not an endorsement of HB 5 or the notion of interstate compacts and block grants.
I voted for SB 8 because I believe that Texas' healthcare and delivery models are in need of reform, but I object to the inclusion of HB 5, the Interstate Healthcare Compact bill.
SB 8, without the compact language, explores new ways to deliver health care and innovative payment models. It seeks to improve the quality and efficiency of health care, and employs many of the same healthcare policy ideas included in the Patient Protection and Affordable Care Act.
The interstate compact language, however, employs a tenuous legal strategy to take billions in federal healthcare dollars while attempting to cut Medicaid eligibility and benefits and erode federal healthcare laws, including the Patient Protection and Affordable Care Act. It advocates the Texas state government takeover of programs like Medicare.
