Texas House Approves House Bill 1290  print page

AUSTIN – Today, the Texas House of Representatives passed House Bill 1290 by Representative Kevin Roberts. Under the proposed legislation, agencies would have to take one rule off the books for every rule that they add. This bill does not apply to rule making authority granted directly by the legislature or any rule that is necessary to ensure the health and safety of Texans.

"I want to thank my colleagues for working with me to pass this important legislation," said Representative Kevin Roberts (Houston). "When I first ran for this office, I told folks that I was committed to challenging the status quo and trying to make things better for Texans. Since I introduced House Bill 1290, I have heard from many Texans about the tremendous amount of time and resources that they are spending to stay in compliance with state regulations. House Bill 1290 will ensure that state agencies prioritize the regulations that they propose, ensuring that regulations adopted in Texas are smart and serve the public good."

A 2014 report by the National Association of Manufacturers found that compliance with regulations cost the U.S. economy $2 trillion a year and that compliance costs fall disproportionately on small businesses. In the National Federation of Independent Business' 2016 Problems and Priorities report, Texas small business owners identified “uncertainty over government actions” and “unreasonable government regulations” as two of their top five biggest concerns.

"House Bill 1290 is not about any one state agency. This is a concept that has had much success internationally, with a strong track record in both Canada and the UK, helping to make those countries a better place to live and do business. I will continue to fight for the next 24 days to ensure that this important bill reaches the Governor's desk," said Representative Roberts.

House Bill 1290 now goes to the Senate, where it will be sponsored by Senator Van Taylor (Plano).
