Austin Legislator Passes Breastfeeding Amendment, Files New Health Care Legislation

AUSTIN - Today, on the second day of the Legislative Session, Rep. Donna Howard passed important breastfeeding legislation with unanimous consent from the Texas House. During consideration of HR 3, the Housekeeping Resolution, Howard offered an amendment requiring the identification and establishment of a space within or near House Chamber to use for breastfeeding or breast pumping. Access to the space would be granted to nursing House members, House staff, and credentialed media.

"Breastfeeding has significant health benefits for both the infant and the mother," said Rep. Howard, a former Registered Nurse. "With the growing population of working mothers, it is vital that we move to establish safe spaces for women to express milk in the workplace."

Howard continued, "this amendment is a first step to removing breastfeeding barriers at the Capitol, and establishing greater access for the public."

In addition to passing her breastfeeding amendment, today Rep. Howard filed the following pieces of health care legislation:

- HB 940, allowing for the purchase of a 12-month supply of prescription contraceptives
- HB 941, to establish a pilot program for Long-Acting Reversible Contraceptives (LARCs) in public schools
- HB 942, to conduct a study on sexually transmitted diseases among the elderly in the state
- HB 943, to establish a Transgender Healthcare Advisory Committee
