TURNER FILES BILL TO REQUIRE SCHOOLS TEACH MEDICALLY ACCURATE SEXUAL EDUCATION  print page

AUSTIN -- State Representative Chris Turner (HD 101 -- Grand Prairie) filed House Bill 1351, which would require that in addition to abstinence education, sex education in schools must include evidence-based, medically accurate and age-appropriate information on pregnancy and sexually transmitted infections and HIV prevention methods.

This proposal would give young people more information in order to make informed decisions about their health, while still allotting sufficient attention to abstinence education.

"In a state with the fourth highest teen pregnancy rate in the nation and the highest repeat teen birth rate, we must do more to ensure that Texas students are receiving medically accurate information about sexual health," said Turner. "It's also critical that we adequately educate young people about the dangers of sexually transmitted infections."

In the Texas 2013 STD Surveillance Report, the Texas Department of State Health Services reported that chlamydia prevalence among sexually-active young persons aged 14-24 years was nearly three times the prevalence among persons aged 25-39 years.

A February 2013 poll commissioned by the Texas Freedom Network showed that an overwhelming majority of Texans agree that it is important for students to get comprehensive, age-appropriate and medically accurate sex education that includes information on birth control as well as abstinence.

In addition, studies have shown that evidence-based, medically accurate and age-appropriate sex education delays sexual activity, increases the likelihood of using protection and increases the likelihood that youth will start a conversation with parents about sexual health.
