Austin, TX - State Representatives James White, Paul Workman, Phil King, and Rick Miller held a press conference on February 11th, 2015 to discuss their legislative initiatives related to an Article V Convention of States.

Article V of the U.S. Constitution provides that Congress shall call a convention for the purposes of proposing amendments to the Constitution upon the application of two-thirds of the several states. Support for calling such a convention has been building in Texas and around the United States.

State Rep. James White is carrying House Bill 1109 (H.B. 1109) which condenses the process for application and sets the guidelines for an Article V convention. State Representative James White stated that the "Compact for America" Compact for a Balanced Budget was the "delivery vehicle set up to bring a balanced budget amendment to the U.S. Constitution at an Article V Convention."

The other bills introduced at the Article V Press Conference include State Rep. Workman's House Resolutions 78 and 79 which reaffirm the 1977 resolution. The 1977 resolution is a standing application for an Article V Convention proposing a balanced budget amendment to the U.S. Constitution. State Rep. Rick Miller's House Resolution 77 which is the Convention of States application. State Rep. Phil King's House Bill 1110 which sets the delegate selection guidelines and legislation on delegate behavior.

The press conference moved along smoothly as members laid out their bills in a formal manner. Rep. White along with the other Article V legislation authors were honored to be joined by State Representatives Dan Flynn, Dwayne Burns, and Mark Keough. "It is important to remember that the States created the Federal Government. We are proud to be Americans but we are also proud to be Texans," concluded Rep. White.
