Rep. Koop Files 'School Calendar Choice Act Bill'  print page

Austin, TX – Yesterday, State Representative Linda Koop filed her first bill since taking the oath of office last month. House Bill 1067, “The School Calendar Choice Act,” is a priority issue for public schools in House District 102. This legislation would grant local control to our school districts in choosing the start and end dates for the academic year.
“There are other bills out there, but this is the only one that will give complete local control to the parents, teachers and school officials that know what is best for our community and our children,” said Koop.
Of Representative Koop’s efforts Richardson ISD Superintendent Dr. Kay Waggoner said, “Representative Koop has invested her time and energy in meeting with our Board of Trustees, staff, teachers and parents, as well as touring our schools to understand how Texas school districts can be more efficient and effective in educating our students. Richardson ISD applauds Rep. Koop for taking an active stance in filing this proposed bill to better the educational structure for all students."
President of the Richardson ISD Board of Trustees Kim Caston added “Linda Koop has taken a leadership role in proposing sound legislation to improve the efficiency and effectiveness of Texas public schools. We are deeply grateful that Representative Koop’s inaugural legislative effort centers around improving learning conditions for our students, and for students across Texas, by restoring decision-making authority over the school calendar to local districts."

Current state law requires that the first day of instruction for public schools begin no earlier than the fourth Monday in August. This state mandate prohibits local school districts from developing their own school calendars and start dates.
As introduced, House Bill 1067 or “School Calendar Choice Act,” authored by Koop strikes the requirement that school districts begin their school year on or after the fourth Monday in August. This change allows local school boards to decide on when to start instruction to better serve the needs of their constituencies. Representative Koop is excited to be working closely with Senator Van Taylor who originally introduced Senate Bill 296 which is House Bill 1067’s companion.
