UIL ADOPTS RULE LIMITING FULL CONTACT FOOTBALL PRACTICES IN HIGH SCHOOL AND MIDDLE SCHOOL  print page

The UIL Medical Advisory Committee passed a measure limiting full contact football practices to 90 minutes per player per week in high school and middle school programs. The time limit applies to both the regular and post season. The measure was prompted by concerns for student athlete safety and legislation filed by State Rep. Eddie Lucio III, HB 887.

"I am very pleased to see the UIL take a leading role in the country to protect our student athletes,” said Lucio. “We worked with the UIL, coaches and medical experts to come up with a system that would preserve the sport while still protecting the players from long-term head injuries.”

The policy defines “full-contact”, much like Lucio’s legislation, as football drills or live game simulations where live action occurs. “Live action” is contact at game speed where players execute tackles at a competitive pace taking players to the ground.

"Texas is the gold standard in the country for football and concussion safety,” remarked Lucio. “The UIL has done a great job of creating policies reacting to head injuries, and now they are enacting a preventative measure as well. The mental health of our student athletes is too important not to be proactive in their protection.”

The Commissioner of Education must approve the amendment before it takes effect on August 1, 2013
