(AUSTIN, TX) - Last week, the Texas State Senate passed H.B. 3005 by Representative Cindy Burkett (Sunnyvale), legislation that will assist the unemployed by providing more tools to the Texas Workforce Commission (TWC) to fund innovative re-employment programs.

This legislation was drafted in response to the passage of H.R. 3630, the Middle Class Tax Relief and Job Creation Act, during the 112th Congress. H.R. 3630 permits states to enter into agreements with the U.S. Secretary of Labor to waive federal statutes that prohibit the states from using their Unemployment Compensation Funds (UCF) for re-employment programs, providing those initiatives do not increase the cost of the UCF. Additionally, H.R. 3630 requires states who enter into these agreements to have the same flexibility in their statutes.

H.B. 3005 will grant TWC the authority to enter into agreements with the U.S. Secretary of Labor to waive certain provisions of state law to allow the use of monies in the Unemployment Compensation Funds for purposes of the state’s participation in re-employment programs allowed by federal law or authorized by the U.S. Secretary of Labor and approved by the TWC.

Representative Burkett said, "The TWC has a great history of success with re-employment programs, such as the Texas Back to Work Program which has done a great job in getting our unemployed back to work. I believe this bill will better assist the TWC in their continuous efforts in decreasing our unemployment rate."
