REP. LUCIO ENCOURAGED WITH MEXICAN WATER RELEASES BUT MORE WATER NEEDED  print page

On Friday, April 5, 2013, the International Boundary and Water Commission announced Mexico will release some water from an upstream reservoir to recharge Falcon and Amistad Reservoirs. This move marks the first time in quite some time Mexico has responded to Texans pleas to uphold the 1944 Treaty which allocates water that enters the Rio Grande River.

"I am pleased to hear Mexico is finally taking first steps to resolve their water deficit with the United States," said Rep. Lucio. "However, with a water deficit that stands over 400,000 acre-ft, a onetime release from one reservoir will not solve the Valley's water woes."

Four Valley water providers have informed the State of Texas that they will run out of water in the next 180 days. One of the four water providers serves pushwater to the City of Raymondville, and by the end of this month, the City of Raymondville will have to look elsewhere for emergency pushwater. A respite from the drought on the U.S. side of the border is unlikely while Mexico experiences normal precipitation.

"Mexico has indicated that they are in an extraordinary drought which protects them from Treaty-specified annual deliveries," said Rep. Lucio. "According to the North American Drought Monitor, very few areas are experiencing any drought at all, let alone extraordinary."

Representative Lucio has filed H.C.R. 55 which urges the State Department to work with Mexico to resolve the Mexican water deficit. Passage of this resolution would show solidarity that Texans statewide view the water deficit as an issue that must be resolved. The House of Representatives will hear and vote on H.C.R 55 later this week.
