SPEAKER STRAUS REAPPOINTS REPRESENTATIVE DAWNNA DUKES TO POWERFUL COMMITTEES  print page

(AUSTIN) - Today, State Rep. Dawnna Dukes (Austin) was reappointed to the powerful Committee on Appropriations and elevated to Vice-Chair of the Committee on Culture, Recreation and Tourism. Rep. Dukes is a ten term member of the Texas House of Representatives and a 6 term member on both committees.

"I appreciate the confidence Speaker Joe Straus has shown by the appointment to the Committee on Appropriations and selecting me as Vice-Chair of Culture, Recreation and Tourism and continuing to allow me to best serve the needs of District 46." Representative Dukes said.

The House Committee on Culture, Recreation and Tourism has jurisdiction over Texas Parks and Wildlife, the Texas Historical Commission, the Texas Commission on the Arts, The Texas Film and Moving Image Commission and the Texas State Library Archives. As a member of the Culture, Recreation and Tourism Committee, Rep. Dukes passed significant legislation creating the Texas Moving Image Industry incentive program. The program brought Austin to the forefront of the film and television industry stimulating the economy in the region with more than 29,600 jobs and expenditures of more than $315 million.

"Representative Dukes is a proven leader in the Texas House of Representatives and I am happy that she will continue her hard work on the Appropriations committee and as Vice-Chair of the Culture, Recreation and Tourism Committee," said Straus (San Antonio).

"The 83rd Legislature benefits from a robust $101.4 billion for general- purpose spending for the next biennium, a 12.4 percent increase from the 2012-2013 budget," said Dukes. "I will strive to ensure adequate funding for programs that are designed to assist our most vulnerable citizens and fight to ensure Texans have access to affordable and quality preventative health care."
Compared to the 82nd Legislative session, 2011 $25 billion shortfall, the news of a 12.4 percent increase in revenue projection from the Comptroller is cautiously welcomed. Despite the rosier outlook, there are several caveats to the 12.4 percent increase in revenue projections. Prior to the Comptroller's projections, the Legislative Budget Board voted in November 2012 to cap the state's spending growth rate at 10.71 percent for the next biennial budget significantly reducing the delta between the base revenue estimates and allowable spending.

"The budget as written is more appealing than 2011 but many initiates are unaddressed," Dukes added. "I take this charge seriously and will work tirelessly to provide adequate funding for our critical education, health and human services, culture and tourism, and major infrastructure programs."
