~ HB 1751 Passes House By Huge Margin--will provide $18 million per year ~


(Austin, TX) - The Texas House of Representatives today passed House Bill 1751 by an overwhelming 110-28 majority. The bill, authored by Representative Ellen Cohen (Houston) provides $18 million for sexual assault programs by charging a $5 fee to customers of sexually oriented businesses that provide live nude entertainment.

"This bill will provide much needed services for survivors of sexual assault", said Representative Anchia. "At the same time, it will have an estimated $51 million positive impact on the state budget over the next two years."

House Bill 1751 will provide funding for education, treatment, prevention, and research on sexual assault with no increase on property or sales tax dollars. Of the 254 counties in Texas, 54 (or 20%) are not currently served by a rape crisis center or other victimís assistance organization.

Anchia added, "'Representative Cohen did an incredible job of creating bi-partisan support for this bill, and I'm honored to be a co-author on such a positive piece of legislation."

Among other things, HB 1751 provides funds for sexual violence prevention campaigns, provides grants for equipment for sexual assault nurse examiner programs, provides grants to support victim assistance coordinators and grants to support technology in rape crisis centers.

If passed by the Senate, the bill will take effect September 1, 2007.
