Representative Flynn is a native Texan and noted conservative who serves House District 2 in East Texas which includes Hunt, Hopkins and Van Zandt Counties. He is in his seventh term representing House District 2 in the Texas House of Representatives. As a strong leader in the fight for limited government, fiscal responsibility, and family values, in 2013, he was named East Texas Legislator of the Year for his principled conservative leadership.
He serves as Chairman of the House Committee on Pensions, a member of the Committee on Financial Services and the Select Committee on Emerging Issues in Texas law Enforcement. In the 83rd Session he served as Co-Chairman of the House Select Committee on Transparency in State Agency Operations, served as Vice Chair of the House Committee on Investments & Financial Services and the House Committee on Homeland Security and Public Safety.
Representative Flynn has extensive experience in border and homeland security issues and has worked on the State’s response to the crisis on the Texas-Mexico border, homeland security, and veterans affairs. He continues to serve as a Colonel in the Texas State Guard and has deployed to the border in support of state disaster response. The US Department of Defense recognized Representative Flynn with their Distinguished Service Medal for his service and strong legislative support of the Department’s efforts.
Representative Flynn is an active member of both the National Conference of State Legislators (NCSL) as well as the American Legislative Exchange Council (ALEC). Currently, he is Chairman of the their Military and Veterans Affairs Task Force as well as additional committees and Task Forces domestic and international, and a past Vice Chair of the NCSL Standing Committees. Recently appointed to the ALEC Commerce, Insurance, and Economic Development Task Force.
Flynn is a Former Deputy Banking Commissioner for the State of Texas and worked as a consultant in the financial and banking industries in Texas, nationally, and internationally. Prior to his election to the Texas House of Representatives in 2002, he served as County Judge of Van Zandt County.
Representative Flynn lives with his wife Susan in Van, Texas, where they are active members of the Church of the Nazarene. A proud father of three, grandfather of five and recently a very proud great grandfather.
